For fixing fullscreen and higher resolution Issue in StarBound follow the recommendations below:

Open steam library and got to Properties, where you need to open and browse Local files.
Right-click Starbound Under Win32 or Win64, and go to Properties.
Under Compatibility, unmark «Disable display scaling on high DPI settings»
Press OK

What happens if there’s no compatibility option after you clicked properties on both the 32 and 64 folders?
