You need to go to a Gridnode Side Mission. After completing you will automatically unlock next Gridnode Side Mission. Such Gridnode Missions represent platform puzzles where you need to find circuit board laden complex in order to unlock CCU. Also laser beams can block the way for you so it is required a certain skill degree.
After hacking all the Gridnodes, you will have fast travel to any of yours safe houses. For achievement ‘Undetected Surge’, you have to to finish all Gridnode Side Missions and not be detected by laser beams.
